INSTRUCTIONAL LEADERSHIP AND EFFECTIVE MANAGEMENT OF HIGHER EDUCATION IN PUBLIC TERTIARY INSTITUTIONS IN RIVERS STATE
Abstract
ABSTRACT
This study investigate instructional leadership and effective management of higher education in public tertiary institutions in Rivers State. All of the chief officials at the public tertiary institutions in Rivers State made up the study's population. University of Port Harcourt, Rivers State University, Ignatius Ajuru University of Education, Captain Elechi Amadi Polytechnic, Ken Saro-Wiwa Polytechnic, Rivers State College of Health Science and Technology, and Federal College of Education Omoku are some of the public tertiary institutions in Rivers State. Stratified random sampling was used to choose the 228-person sample, which was calculated using the Taro Yamane formula, from a population of 533. Mean and standard deviation were utilised to answer the study questions, and the null hypotheses were tested at a 0.05 level of significance using the Pearson Product Moment Correlation coefficient. The study's findings revealed a somewhat good association between instruction supervision and efficient management of higher education in Rivers State's public tertiary institutions. The findings of this study indicated that the poor and ineffective administration of universities in Nigeria is due to institutional leaders' lack of values such as integrity, effectiveness, competence, honesty, accountability, and justice. The study recommended that leaders of tertiary institutions should supervise lecturers in their classes intermittently and their supervision should not aim at fault-finding or witch-hunting, but should aim at improving the quality of instruction and learning situations.

DIGITALIZATION OF SCHOOL ENVIRONMENT: A PANACEA FOR EFFECTIVE PUBLIC UNIVERSITY ADMINISTRATION IN RIVERS STATE

The emergence of modern technology has become a crucial tool in facilitating the transformation of public universities in Rivers State through digitalization. This paper tends to explore the impact of digitalization on school environments and assess its efficacy in enhancing the administrative operations of public universities in Rivers State. The paper further emphasised the various digital tools that enhance the educational environment, such as Wifi connectivity, school records management, online payments, and E-teaching platforms. The paper identified several challenges associated with digitization, such as infrastructure, cost, technological literacy, security, resistance to change, and the digital divide, among others. The article highlighted the transformative potential of digitization in the administration of public institutions in Rivers State. However, it emphasised the need for appropriate measures to be implemented in order to ensure the effective implementation of digitalization. The paper suggested that public universities in Rivers State should have the potential to enhance their operations by implementing cloud-based systems for the storage, management, and retrieval of various types of data and information. These include, but are not limited to, students' personal information, academic records, financial records, and course materials. The use of cloud servers for data storage significantly streamlines the process of retrieving crucial documents, thereby enhancing the organisation of students' records. It was further suggested that universities should have the capability to use learning management systems such as Blackboard, Canvas, and Moodle as tools for developing online courses, disseminating lecture videos, distributing assignments, managing grade submissions, and facilitating the sharing of various forms of digital content.
